只要是移民身份一登陆，孩子不满19周岁，都可以申请这一项福利，一般是以母亲的名义申请。但是必须要等SIN卡下来之后才可以，因为上面要添SIN卡号码。根据不同的家庭收入有差异（题外话：挺有意思，加拿大政府一般把帐单寄给父亲，把牛奶金寄给母亲）

如何计算牛奶金回目录
18岁以下孩子都可以享受，由三部分组成，属于无须纳税的收入。

Basic benefit:
最高额度108.91，第三个孩子开始增加7.58，家庭收入超过37885就会减少。
• The basic benefit is $1,307 ($108.91 a month) for each child under age 18 (the basic benefit is different for residents of Alberta, see the note below).
• There is a supplement of $91 ($7.58 a month) for your third and each additional child.
• We subtract a benefit reduction from this amount if your family net income is more than $37,885. For a one-child family, the reduction is 2% of the amount of your family net income that is more than $37,885. For families with two or more children, the reduction is 4%.
National Child Benefit Supplement (NCBS):
一个孩子的家庭：168.75/每人，两个孩子的家庭：149.33/每人，三个孩子每人142/每人，家庭收入超过21287就会减少。
• One-child family: $2,025 a year ($168.75 a month). This amount is reduced by 12.2% of the amount of family net income that is more than $21,287.
• Two-child family: $1,792 a year ($149.33 a month). This amount is reduced by 23% of the amount of family net income that is more than $21,287.
• Three-or-more-child family: $1,704 a year ($142 a month). The total will be reduced by 33.3% of the amount of family net income that is more than $21,287.
Note
If you are on social assistance, the NCBS may affect the amount of your social assistance payments. Many provinces and territories will consider the NCBS you get as income and will adjust your basic social assistance by this amount.

• What determines the maximum payment for the National Child Benefit Supplement?
The National Child Benefit Supplement (NCBS) is intended for low-income families with children. Therefore, the maximum is paid only if family net income is less than $21,287. It is reduced by a percentage amount (which depends on the number of children) when family net income is more than $21,287. Families with three or less children and family net income between $21,287 and $37,885 will receive partial NCBS. Families with four or more children will still receive some NCBS if their family net income is just above $42,500.
